Covansys Corporation, a global consulting and technology services company, have implemented a Hazardous Waste Tracking System (HWTS) on behalf of the California Department of Toxic Substances Control (DTSC). HWTS will increase the efficiency and timeliness of tracking hazardous waste materials throughout the state.

With an estimated value of $1.1 million, the HWTS was created, developed and implemented in six phases and is fully operational.

HWTS, which embedded and incorporated all previous information from the old mainframe, provides the DTSC with a Web-enabled application that increases the system's efficiency and ability to track the shipping and relocation of toxic and hazardous waste within the state. Such non-threatening materials would include used oil and contaminated soil. The system could also be used to locate more dangerous hazardous waste should the need arise.

"Tracking and managing hazardous waste materials is a key function of any state entity," said Michael Trovato, state of California client executive for Covansys. "These materials have the potential of being extremely dangerous if they fell into the wrong hands and need to be tracked with diligence and precision. We are pleased to be working with the DTSC to enhance the managing of such a vital task while helping them improve the quality of life of their citizens."

The HWTS also includes a detailed reporting function that makes information available to the federal government, state agencies, local enforcement agencies and the general public.

"The implementation of the HWTS is proof positive of our dedication to public health and safety," said Jim Bohon, chief, GISS, DTSC. "HWTS will give us superior data at a faster rate and provide us with the ability to effectively track hazardous waste materials. We chose Covansys to implement the HWTS due to their strong track record in providing effective, high end solutions to state and local governments."

For the last 16 years, Covansys has provided public sector solutions to more than 25 states in the areas of health and human services, transportation, public retirement systems, labor and tax and revenue systems. Covansys derives approximately 30 percent of its current annual revenues from state and local government customers.
