The Tempe, Ariz., office of PCL Construction has received an $88-million contract from the International Boundary and Water Commission (IBWC) to upgrade the South Bay International Wastewater Treatment plant near San Ysidro, Calif.
The upgrade will involve the construction of a secondary treatment plant adjacent to the existing facility, which is located on a 75-acre site in the international boundary zone immediately north of the main wastewater pumping station in Tijuana, Mexico.
The secondary treatment plant will include aeration basins, clarifiers, air blower buildings and facilities associated with activated sludge treatment. The project is designed to meet a court order directing IBWC to meet Clean Water Act standards for the quality of the wastewater discharged from the facility into the Pacific Ocean.
The existing South Bay facility was completed in the late 1990s at a cost of $240 million and handles 25 million gal of wastewater per day.
